Bihar Govt staff hit by withdrawal ban

Patna,(BiharTimes): The ban on withdrawal by drawing and disbursing officers imposed by the state government on July 17 has literally jeopardized payment of salary to nearly two lakh government employees. The ban follows July 15 Patna High Court order handing over Rs 11,412 crore irregularities in the treasury to the CBI.

The state government has stopped withdrawal by DDOs who were yet to reconcile pending AC Bills of period between April 1, 2002 and March 31, 2008. This fact was detected by the CAG report tabled in the Bihar assembly last year.

According to reports the state government order makes exception only in case of withdrawals by a court order, or any such, which may be necessitated by law and order, election, flood, drought or any other disaster. As a result, no treasury was accepting salary or provident fund advance bills.

According to the general secretary, Bihar Secretariat Service Association, Anil Kumar Singh, this is bound to create problem for the government employees as July had come to an end. He claimed that a majority of government employees had taken loans from banks and other sources to pay for the higher education of their children, besides, meeting other expenses. Monthly loan instalments were paid for from salaries.

He said that if the salary is stopped, they will not be able to repay their loan instalments. Singh asked as to why employees were made to pay a price for the failure of the DDOs to discharge their duty on time.

He urged the state government to remove a ban on advance withdrawals for the purpose of payment of salary to employees.
