Bihar sees five-fold jump in sending manual labourers abroad

Patna,(BiharTimes): Uttar Pradesh, the state with highest number of population, has replaced Kerala in sending maximum number of manual labourers abroad for work.

According to the Ministry of Overseas Indian Affairs in 2009 Uttar Pradesh sent 1.25 lakh people for work abroad against 1.19 lakh from Kerala. Till June 2010 UP sent 68,375 emigrants, while the figure for Kerala stands at 45,278.

Bihar too witnessed a sharp rise in sending manual labourers abroad for work. In 2005, just 9,366 people left Bihar to work abroad. But by 2009 the figure reached 50,227. Siwan, Gopalganj, Darbhanga etc are some of the districts, which send largest number of manual labourers abroad to work.

Rajasthan had recorded 21,899 emigrants in 2005. The figure jumped to 44,744 by 2009.

It needs to be recalled that the data are for Emigration Clearance Required (ECR) category that comprises manual labourers. The ministry does not tabulate information on salaried professionals. About 80 per cent of emigrants from India fall under the ECR category and they mostly work as construction workers, mechanics, masons, carpenters and drivers.

Like Kerala three other southern states Tamil Nadu, Andhra Pradesh and Karnataka, are at the risk of losing their rankings to Bihar and Rajasthan.

Eastern UP and Bundelkhand, the two most backward regions of the state, have seen the maximum emigration over the past few years.

People from here not only move abroad, but also to other areas within the country in search of work.

Passport applications from eastern UP and Bihar have increased manifold over the past few years, and so have the offices of Western Union, the global money transfer agency.
