BASA defends govt over withdrawal issue

 

Patna,(BiharTimes): The Nitish Kumar government got support from the Bihar Administrative Service Association (BASA) on the issue of fake withdrawal of Rs 11,412 crore from the treasury.

BASA claimed that it was a case of ‘administrative and procedural lapse’.

BASA president Arun Chandra Mishra dismissed the common idea that Rs 11,412 crore was withdrawn for implementation of NREGA, mid-day meal scheme and other poverty alleviation schemes. He added that almost all departments had withdrawn money from treasury for implementation of various schemes. This is not certainly a case of defalcation of funds, he said.

He attributed this to the acute shortage of staff at lower levels for the ‘administrative lapse’. “We simply do not have adequate manpower to prepare vouchers and submit them to the AG Office in time as per norms,” he was quoted in the Hindustan Times.

BASA general secretary Sushil Kumar held that the situation had come to such a level that Urdu translators and Urdu typists were doubling up as clerks with no knowledge or experience of preparing vouchers.

Mishra said that 50 per cent vacancy existed in supervisory posts in 534 blocks and as many circles.

As more details arrive before us in this so called "Scam" case, out of 70 months of "scam" 42 months belonged to Rabri ruled RJD-CONgress rule while just 28 months belong Nitish led government. This hints very well what this "scam" could be: Either Mr. lallu yadav has gone insane to perform hara-kiri by asking CBI to open this case and find his government more guilty, or he simply knows that it has got nothing, but using the term "Scam" he could malign the image of Nitish and his government, who has run so far without any scam and with total clean image. Seeing the election coming near, which could seal the political future of Lalu, he has gone desperate to do anything, misguiding public on the name of hypothetical "Scam" so that a tarnished image of Nitish could be portrayed before public, and the drama in Assembly just goes in sync, which looked so loud and intentional, that it makes everything clear.
Strangely, the auditing committe is already carrying its work and is supposed to arrive with verdict soon, the same has stated that it is not a scam but ill maintenance of records. Very few poeple know these things and how it works in government. Bigger than this irregularoity is running in welfare department of central government at Delhi, but it is not scam. To this all, the Chief Justice comprising bench today at Patna high court quashed the decision for the need of CBI enquiry.

It is really unfortunate that Bihar gave birth to Laloo kind of politicians who is not only fooling uneducated but even educated people who don't know how government system functions. Clean case of presuming over ignorance of general public.

Even simple mathematics is not able to justify the irregularity of INR 11412 Crore from Bihar govt khajana.

Total amount missappropriated : 11412 crore

If the govt would had employed these vaccant post in 534 blocks I dont think the image of Nitish Kumar would have gone through such misery who has become 'mishal' for many states and individual accross border. It would had been a great relief to thousands of unemployed Bihari for whom dreaming even thousands of rupees is very far. Any scam cant be possible untill some beaurocrats won`t help political individuals.

Mathematics can never be lie, below calculation reveals truth.

Assume 534 bolcks need around 2670 employees. If 5 employees need
each blocks on average basis. Also assume Bihar govt.employed these individual for salary of Rs. 10000 per month.

Period of missappropriation from 2002 onwards: around 8 years= 12*8= 96 months

Total salary paid to 2670 emplyees in this period: 2670*96*10000= INR 2563200000 (only around 257 crores).

As per above calcualtion person like me can easily alleged current govt. and majority of high level officers that they are not only corrupt they are also intently not interested to give employment to many eligible Biharis who can serve excellently as clerk.

Mere spending 257 crore govt could have managed to spend Rs 11412 Crore efficiently in favour of Bihari janta. As per BASA logic it seems govt and officers are spending tax money blindly which is hard earned. They are spending money like foolish child when they were given money by their father.

BASA logic also hints that majority of other alleged chunk other than Nitish and Sushil belonged to BASA.
