Bihar last in the utilization of NREGA fund in the country

 

Patna,(BiharTimes): With just 7.38 per cent Bihar ranks at the bottom of states utilizing the NREGA fund (2010-11) while Tripura with 74.1 per cent and Andhra Pradesh 72.9 per cent are the two top states.
Even when compared with other BIMARU states Bihar’s performace is extremely poor. The figures of Rajasthan and Uttar Pradesh are 35.74 and 38.8 per cent respectively.


Interestingly, Madhya Pradesh, the second last from the bottom, has the utilization percentage of 28.04. Even the neighbouring West Bengal and Orissa have the figures of 50 per cent and 32.23 per cent. The gap between the last (Bihar) and the second last (Madhya Pradesh) is of over 21 per cent which reflects the sorry state of affairs in Bihar.

Unlike elsewhere in the country, where there was good monsoon Bihar had second successive year of drough last year and there was enough scope for giving works in the rural areas by taking up projects like digging canals and ponds for the purpose of irrigation.
While Bihar got Rs 130 crore, Andhra Pradesh received Rs 248 crore. It needs to be recalled that the Union rural development ministry is going to ask states to show better utilisation in the category as a condition to release of funds.


Overall there is nine per cent improvement in the utilization of fund in the country––40 per cent from 31 per cent in 2009-10.

We have been shouting from roof top from last 3 years that NREGA have been totally Raped by Bihar Govt and their executive body… Its amazing that this plan can win election for congress in AP only because it was implemented with heart their but in our state its numbers that too on paper matters…

State government do all hue and cry for not getting central help and interestingly centers flagship program which has 2 fold objective (1) create jobs for people who need it the most and (2) get lot of developmental job done at the cost of centrals Govt money … Nitish babu is not interested because Politics is not allowing him to do so….

I was shocked to see a NREGA board of Rs 5 lac expenditure in madhubani where work was “Tree sapling” in area which does not require any plantation and at the same time road connecting to village was not good enough to have a cycle ride…

Request to CM, please ensure the implementation of this program which would ensure lot of public job done with giving employment to millions of people from a state which needs JOB THE MOST …

Wake up or will have same end as great Maulana Lalu yadav..

This story would have been headline of the local newspapers and electronic channels of Bihar. Hardly a single line was written anywhere. Then how this sytem would be accountable to the people. Responsibilities should have been fixed. Only JAI H0.......... JAI HO................... culture won't help Bihar.

This is one of the worst example where it is visible how well the fund for development by centre in Bihar is utilized. Government could have generated more income to poor people who seeks their livelihood in different states of India. At this juncture really not understandable - getting special status will whether help Bihar to develop? And like there were many instances in Lalu era also where unutilized fund for Computer literacy use to revoke by centre. I think these leader knowingly dont want to make the state devlop one. They are doing politics and not developing state. Yes in their politics something good comes by luck.

Prior to election and examination thoughts of politician and beaurocratics are same. When you meet a student who is preparing for IAS/IPS their thought for state/nation is fully positive as politician have prior to election. politician will touch yours feet as they are begging. IAS/IPS have always take oath to change the wrongs in govt office and make the nation corruption free. As soon as they selected in election and examination IAS/IPS become blood hound with corrupt flavour instead of public servent and neta babu become real MALIK of state who never bother to deposit bill for thousands of crore spended for public money. Ofcourse there are miniscule exception and they felt helpless.

Me a bachelor deegre holder know that if all beaurocrats of India will determine to remove corruption then no politician have chance to do the wrong.They have all power and right to stop unhealthy practices. Why beaurocrats - because they got the real education degree from university. As is well known most of them gone through regrous preparation and selection process but become puppet in the hands of these netas. There are few exception everywhere and they are helpless.

Very pertinent news article . Media must make big noise on this issue as the reasons for this failure must be explained by the government . Media must keep pressing for this . When lacs of Bihari labours are working across the country under humiliating conditions , why the government is not able to generate enough work for them . People generally intends to work nearer to their home town . This apart from giving them some additional savings also give them the comfort of working in their own land with dignity closer to their relatives . When most of the migrant workers across the country are earning a meagre sum why they will not wish to work in Bihar .

Probably on reason could be uncertainity with regard to government policy and lack of confidence in the government machinery which deters them to leave some sort of assurance of regular stream of earnings at the current work place .

I have noticed in recent past there is serious dearth of skilled or semi-skilled construction workers . This will certainly impact the governments' initiative to build a new Bihar .

I hope government makes good use of the scheme and not let the oppurtunity goes down the drain for lack of machinery or initiative .
