Siddiqui blasts Nitish govt on builder-politician nexus

Patna,(BiharTimes): Demanding the immediate revocation of the Khas Mahal Rules 2011 the Rashtriya Janata Dal on Friday said that matters related to them be brought before the legislature in the form of a Bill.

Talking to reporters Leader of Opposition in the state Assembly Abdul Bari Siddiqui alleged that crores of rupees have changed hands to facilitated the builder lobby in Bihar.


He said under the Rules, construction of apartments, malls and posh hotels has been allowed on the Khas Mahal land. This smacks of a high-level nexus between realtors and powers that be in the state.
Siddiqui said that these rules have been framed and notified through an executive order at the behest of the builders’ lobby. He said that such a major policy change related to the government and should have been effected through a Bill, duly passed by the
legislature.

The Leader of Opposition said that bypassing the legislature is not a welcome sign for democracy and added while a government circular earlier said that the allotment of Khas Mahal land would not be renewed it was done so for some influential people.

Siddiqui said that mushrooming of apartments in the state capital, is another example of unholy alliance between builders and the government. The government enacted Bihar Apartment Ownership Act, 2006, but it has not been implemented. "The then urban development minister Ashwini Kumar Choubey had said that the Act would rein in
builders and give ownership rights to flat owners.
While flat owners have got ownership rights as it added to the government coffers, other provisions of the Act remain on paper.

He said the Act provides for common area and
facilities like a guard room, a generator room and a community space on the ground floor of apartments. But many builders have constructed and
sold flats on the ground floor. In many cases, the developers deviated from the approved map and later got the illegal construction
regularized.

Siddiqui said that after recent violence in Jagdeo Path in Patna in which a Mahadalit woman was killed the Deputy Chief Minister Sushil Kumar Modi stated that a new apartment law would be enacted when the fact is that there already exists an apartment Act and he is just trying to hoodwink the people.

Referring to Senthil Kumar, the RJD leader alleged that during his tenure as Patna Municipal Corporation commissioner, he illegally passed hundreds of maps and minted money. Though a case was lodged against him, he has not been arrested.
