Abhayanand is new Bihar DGP

.Patna,(BiharTimes): In a surprise move the Bihar government on Wednesday appointed Abhayanand as the new Director General of Police. He will succeed Neelmani, who is retiring on August 31, 2011. The state government also promoted three senior IPS officers Shafi Alam, A K Gupta and R C Sinha in the rank of DGP.

Abhayanand, who originally belongs to Chetab village near Cherki, some 13 kms from Gaya, is a 1977 batch IPS officer. His father Jagtanand too served as the DGP.

Abhayanand was initially close to the chief minister Nitish Kumar, when the latter came to the power for the first time in November 2005. He was then made the ADG (Law and Order). He was then considered as the brain behind the speedy trial and convictions of criminals in Bihar.

As ADG he saw that there was manpower shortage in Bihar Police. He then came up with the idea of recruiting retired army men, who are already trained in arms and combats. Thus the Special Auxiliary Police was created.

However, a couple of years later he fell from the grace. He was shunted to the less important post by the same government. However, at present he was serving as the DG (Training).

Only a few months back the Nitish Kumar government did not clear his and Shafi Alam’s name for the Central deputation though both were of DG rank and battling for their lives. They took the plea that it would be easy for them to get treated in Delhi. In fact there names were even cleared by the Central government. The state government was widely criticized for this action.

However, observers are confused as to what transpired in the last few days. May be the state government did not want to make Manoje Nath, the 1972 IPS officer and much senior to him as the DGP. Nath was not liked by the powers that be ever since he, as the Director General BSEB (Vigilance), ordered for the lodging of case against the then Chairman of power board, Swapan Mukherjee, who was considered too close to the chief minister.

Abhayanand did his schooling from St Xavier’s School and St Michael School, Patna. He did his MSc in Physics, the subject with which he is still passionately attached to. His wife Dr Nutan Anand is a obstetrician and gynaecologist.

As a true Physicist Abhayanand is considered as the moving force behind the concept of Super-30, which later led to the creation of Rahmani 30, Magadh Super 30 and Triveni-30––all under his guidance.

It's one of the many wise decision of Nitish ji, for which we must complement and thank. only a police chief like Abhayanandm, can only instill confidence among general people and the investors interested in developing Bihar. It's not a good intention and policy alone that will develop Bihar, the secret of success is in execution of the plans and law and order and feeling of security from criminal elements is the first requirement for good execution.
I am sure the Bihar under leadership of Abahayanand Bihar will become of Vihara, where everyone will walk, talk and work without fear. I am sure, that having chosen him his Police Chief, Nitish ji will empower him to work with freedom from political pressures.
And knowing his character, Abhayanand would never succumb to any pressure, be it from family, friends and politicians.
Let us see how this duo of passionate CM and committed DGP work.
Hope Nitish ji would soon induction equally good heads of various departments responsible for development of Bihar.
Now it clear that why the CM did not allow Abhayananad to go to center - Bihar needed him more than Delhi, and CM should now call back all such competent and committed people who are in Delhi, to head various administrative department in Patna, and work for realizing the dream and vision of Nitishji. One of the secrets of Gujrat success is right selection of team of administrators and executors of plans.
Best wishes to Abhayananad ji.
Anand Kumar
