Planning Commission Advisor sketches a gloomy picture of Bihar

Patna,(BiharTimes): Painting a gloomy picture of Bihar Planning Commission Advisor N C Saxena on Thursday held the Nitish Kumar government responsible for its failure in utilizing “a major chunk of funds” provided for the centrally-sponsored schemes. This had deprived the state of subsidy of Rs 10,000 crore to Rs 12,000 crore.

Addressing a workshop on Parliamentary Budgetary System at the state Assembly auditorium he said the proper utilisation would have fetched the state getting subsidy of Rs 10,000 crore to Rs 12,000 crore annually.

He cited the example of a state like Andhra Pradesh, which is receiving funds because of better performance in execution of the central schemes much more than Bihar.

Making a scathing attack on the state of affairs in Bihar Saxena said that there is no proper administrative system in the state which can maintain control over expenditure and transparency in implementation of these schemes.

Saxena said that 93 per cent posts of supervisors under the Integrated Child Development Scheme are vacant and Bihar had failed to fill up the vacancies of teachers and doctors.

Dismissing the tall claim of growth rate he said the GDP of Bihar is one-fifth of what is attained by Maharashtra.

The Planning Commission Advisor also said that there is nothing to be too much optimist in agriculture sector too.

Saxena suggested that Bihar should toe the lines of Andhra Pradesh, Tamil Nadu and Chhattisgarh for improvement in the health services.
