Asset declaration a ‘futile exercise’: feel bureaucrats

 

Patna,(BiharTimes): There is no dearth of senior bureaucrats and police officials, who are of the view that the state government’s move to ask officials to declare their assets is a futile exercise as such steps would not lead the state government to the real culprit. They are taking the whole exercise quite lightly because as the Central government officials, they disclose assets every year. In spite of that those who are busy minting money have no impact on such rules and regulations.




A top police officer of the state told BiharTimes that such a move would not help the government to get to the bottom of the corruption unless the government also frames rule in such a way that it could also ask bureaucrats and police officers, who have resigned from the service say during the last one or two years, to submit their asset details.

He said that not only officers, the constables and bodyguards who remained attached to different officers and politicians for a long time should also be brought under this ambit as they instead of doing their assigned job, they very often become party to their illegal activities.

Whatever be their view on the issue most officers would pretend as if they are very busy filling their forms pertaining to possession of moveable and immoveable assets.

The general administration department has issued a notification directing all the state government and Central services officials of Bihar cadre to fill the proforma by February 28 next. The government plea is that once the government has details of assets of officers, it would be easier for it to keep tab on the corrupt elements.

However, some officials regret that these assets declaration exercise has more to do with politics and less to do with the real fight against corruption. “After all exactly a year ago raids were carried out on the residential premises of the then Patna Municipal Corporation Commissioner, Senthil Kumar, but nothing has been done in this regard. Now as Director Census he is quite busy when Census 2011 is in progress and nobody talks about all those charges of corruption,” one of them asked.
