What is extraordinary about Rs 24,000 crore annual plan-size, asks Siddiqui

 

Patna,(BiharTimes): The Leader of Opposition in Bihar Assembly, Abdul Bari Siddique, on Tuesday finds nothing extraordinary in the annual plan size of Rs 24,000 crore for the year 2011-12. It was just 20 per cent increase over the current financial year, when the fact is that last year the jump in the plan size was 25 per cent, he added.


Talking to the newsmen on the first day of the Budget Session of the State Assembly he said that instead of sounding self-congratulatory the chief minister, Nitish Kumar and his deputy Sushil Kumar Modi should explain as to why six major departments did not spend a single penny in the current financial year and why the state government failed miserably in spending the entire current year’s allocation.
He said that the increase in the plan size is not the true reflection of its financial health of the state.
Stating that the allocation of funds under the plan size to the states was a routine and constitutional process which takes place every year, Siddiqui criticized the NDA government for injudicious utilization of the loan received from the World Bank for rehabiliation and infrastructure development in flood-affected Kosi region.
Siddiqui, who has a long experience of working in Lalu Yadav and Rabri Devi ministries feared that the state might fall into a potential debt trap if the funds to the tune of Rs 1,700 crores received from the Bank is not utilized properly for productive and constructive works. He flayed the Nitish Kumar government for demanding a package of Rs 14,000 crores for relief and rehabilitation works in the flood devastated Kosi region and said that he was not sure whether the state government had prepared a detailed project report (DPR) for utilization of the amount.
The Budget Session, which started on Tuesday, is likely to be stormy one as the opposition parties have geared up to corner the government on the issue of corruption and poor law and ordee. Issues like the alleged grabbing of house of national poel Ramdhari Singh Dinkar by the brother of deputy chief minister Sushil Kumar Modi and the circumstances, which led to the murder of the BJP MLA from Purnea, Raj Kishore Kesri, is likely to figue prominently in the current session.
