Mahadalit IPS offcer alleges victimization at the hands of Bihar govt

 

Patna,(BiharTimes): A 1996 batch IPS officer, Kapileshwar Manjhi, has written a letter to the National Commission for Scheduled Caste alleging that he was being victimized as he is a Mahadalit.


According to the letter, written on February 17, he was shocked to find his name missing from the list of the 1996 batch IPS officers of Bihar cadre promoted to the rank of the deputy inspector-general (DIG) of police. The home department had issued the notification regarding promotion of 10 superintendents of police (SP) rank officers to the post of DIG on February 10.
He said that when he had enquired about the reason behind denying him promotion, the home department officials reportedly told him that he could not be promoted because his annual confidential report (ACR) was “missing”. The department did not bother to alert the officer about it in advance so that he could locate the file on time.
The letter said that the state government posted him as the SP in the state crime record bureau (SCRB) while his junior, Gandheshwar Prasad Sinha, was promoted and posted as DIG in the same department.
