Patna HC expresses surprise over non-submission of DC Bills

Patna,(BiharTimes): A division bench of Justice P C Verma and Justice A K Trivedi of the Patna high court on Monday directed the state government to file a note of argument regarding non-submission of Detailed Contingency (DC) Bills worth Rs 61,769 crore.

The court passed the order after hearing both the sides on a petition filed by Arvind Kumar Sharma and Nonu Singh. Their counsel Dinu Kumar said the court expressed surprise over the non-submission of these bills to the AG-Bihar by the state government for the period between 2002-03 and 2008-09. They include DC Bills worth Rs 17,537.36 crore, non-reconcile expenditure of Rs 37,571 crore and utilization certificate for Rs 6,661.03 crore.

The petitioners’ counsel also pleaded to the court to order an inquiry whether these withdrawals were in accordance with the rules or not.
