Patna, July 22 (IANS) The Bihar government has not submitted proper accounts for a whopping Rs.15,000 crore used for development works in the state in the last nine years, a top official of the Comptroller and Auditor General (CAG) said Friday.
The CAG report on Bihar for the year ended March 31, 2010, was tabled in the assembly Wednesday.

The state government has been charged with indulging in financial indiscipline by submitting photostats or incomplete bills, I.D.S. Dharwal, the accountant general (accounts) of the CAG, told IANS Friday.
"Department wise, DDOs (drawing and disbursal officers) would have to clarify the expenditures for reconciling the advanced contingency bills," Dhariwal said.
Handwritten receipts submitted by the state government are not acceptable, he said.
According to 2008-09 CAG report, the Bihar government has not submitted official accounts for Rs.11,412 crore used for development schemes.
The Patna High Court reserved its judgment last week on a public interest litigation (PIL) seeking a Central Bureau of Investigation (CBI) probe into the non-submission of bills, which was revealed in the 2008-09 CAG report.
Chief Minister Nitish Kumar's government is already involved in irregularities in land allotments to family members of the ruling alliance leaders.
