Structural changes sought for RGGVY

Patna,(BiharTimes): The concluding note of the regional consultation on Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) organized by Greenpeace here on Friday suggested that rural electrification project of the central government needs structural changes.
The consultation concluded that decentralised renewable energy is the means to truly electrify India. It said that the scheme cannot deliver electricity to all by 2012 under its current format.

The regional consultation discussed the limitations of the scheme and the way forward.

Among others it was attended by Vinay Jaju of Onergy, who is working in West Bengal rural areas to provide electricity through DRE models and Samir Sinha of Rural Electrification Corporation, who explained the existing role of DRE in RGGVY. Representatives from Bihar State Electricity Board, National Hydro Power Corporation of India Limited and Power Grid Corporation, civil society members,
and RTI activists also took part in it.

The consultation follows social audits and public hearings conducted in Saran and Madhubani districts in April and May last. As reported earlier the social audit had highlighted that RGGVY is a failure in Bihar because they have extended the grid and raised the hopes of the people but have failed to deliver actual electricity because of the inherent problems in the scheme. According to Arpana Udupa, campaigner, climate and energy, Greenpeace India and the coordinator for the social audits in Bihar it was found that there are numerous discrepancies in the scheme. Under capacity transformers that were burnt out and not repaired was common problem. The centralized approach of the scheme and its inability to mould according to local needs have further compounded the problem.
