No action against building violators in Patna

Patna,(BiharTimes): In all 413 buildings in Patna has been constructed in recent years in violation of approved building maps. Yet action has been taken against just one in three months after the urban planning department of Patna Municipal Corporation (PMC) pointed out the anomalies.

The rest 412 structures stand in total violation of the bylaws of Bihar Municipal Act, 2007. According to recent reports 60 per cent of the illegal structures are apartments. In the only case that the PMC acted, a part of the apartment building was demolished.


The lackadaisical approach of the officials and rampant corruption are being attributed to this delay in taking action against the violators of rules. Affected residents accuse the officials of being hand-in-glove with the building mafia.It is alleged that builders often exceed the floor area ratio (FAR) as they want to build more and more flats.In most of the cases, apartments have been built in narrow lanes and by-lanes and the setback area is too little.

As the PMC has failed to take action more and more violations are taking place. Lack of parking spaces, absence of fire safety arrangements, proper arrangement for sewerage disposal etc are quite common in these newly built apartments.

With the mushrooming and unchecked apartment constructions even in congested areas with narrow lanes , Patna is becoming a sprawling slum with filth, garbage and water-logging all over the place. Builders are flouting the prescribed norms with impunity . They do not provide mandatory drainage and sewerage facilities and hardly leave any spaces around No action is taken even when specific cases of violations are brought to the notice of authorities. The prescribed ratio of total floor area to the size of the plot (FAR-floor area ratio ) is being flouted openly. In such a situation , who can provide relief to the aggrieved citizens when no one cares to listen ? It is no surprise that Patna High Court in 2005 and 2008 called Patna ‘ a garbage city’ and again in January this while reprimanding the State Government and Patna Municipal Corporation in a case relating to mushrooming and illegal apartment buildings observed that “Patna is jungle, there is no rule of law here” .Even after these reprimands, the situation remains unchanged.
