Varsities Amendment Bills among 12 passed in hurry amidst Opposition walk-out

 

.Patna,(BiharTimes): On the second last day of the Budget Session the Bihar Assembly passed a dozen Bills amidst walk-our by the Opposition members. Incidentally most of them are related to the field of education.

They include Bihar State University (Amendment) Bill, 2011, Patna University (Amendment) Bill, 2011, the Bihar State University Commission Bill, 2011, the Bihar School Examination Board (Amendment) Bill, 2011, Bihar Private Secondary School (Management and Takeover) Bill, 2011, Bihar Primary School Education Committee Bill, 2011, Bihar State School Teachers and Employees Dispute Redressal Tribunal Bill, 2011, the Bihar Municipal (Amendment) Bill, 2011, Bihar Panchayat Raj (Amendment) Bill, 2011, Bihar Integrated Checkposts Authority Bill, Bihar Profession, Business, Livelihood and Employment Tax Bill and Bihar Value Added Taxation (Amendment) Bill, 2011.


Leader of Opposition in the Assembly Abdul Bari Siddiqi told Speaker Udai Narain Chowdhary that the government was acting in a most undemocratic manner by bringing in 12 Bills in a huff without giving proper time to members to even read them. He said of the 12 Bills, eight were distributed to members after midnight.


Quoting Kaul and Shakdhar he said that members, including the Opposition be given sufficient time to study the Bills which are laid for the approval of the House. Siddiqui said that though the government have overwhelming majority in the House, it does not mean that it should act in dictatorial manner.


He further said that there are some Bills which were passed by the House three-four years back, yet those were not implemented till date. Yet the government preferred to bring fresh amendment in the Bills, Siddiqui said and added the government has reduced the parliamentary democracy to a joke.


He said that if the state government is in so much urgency, it could have brought ordinance instead of going in for amendment. All these Bills need intense discussion, but no member could even go through the provisions of the amendment Bills.


"How could we pass it. We can not become party to such undemocratic actions," he said. After that he led the entire Opposition out.

But Parliamentary Affairs Minister Bijendra Yadav said the speaker has the power to place Bills for approval of the Assembly at short notice. Deputy chief minister Sushil Kumar Modi said that the opposition members were given copy of at least six Bills two days back.
