Vigilance court acquits Sushil Modi in medicine purchase case

Patna,(BiharTimes): The Special Vigilance Judge, Muzaffarpur, Arun Kumar Singh on Saturday acquitted Bihar Deputy Chief Minister Sushil Kumar Modi in a case related to the alleged irregularities in the purchase of medicines worth Rs eight crore for cattle between January 15 and 30, 2008.



Modi has been exonerated of all the charges in connection with the case.

The court also ordered the State Vigilance Bureau to register FIRs against District Animal Husbandry Officer (DAHO) of Muzaffrapur, Prabodh Kumar Singh, the then DAHO, Subhash Chandra Choudhary, DAHO of Darbhanga and West Champaran Sharda Kumar Jha and Gorakh Prasad Yadav, as well as DAHOs of Madhubani, Dilip Kuma Jha, East Champaran Prem Kumar Jha and Vaishali, Prem Kumar.

It needs to be recalled that the Vigilance court had on October 7, 2009 admitted a complaint filed by Sudhir Ojha, an advocate, who sought a Vigilance probe alleging rampant irregularities in the purchase of medicines for cattle in 2008 when Modi was holding additional charge of Animal Husbandry department.

The court had then asked SP (Vigilance) Patna to ensure an enquiry into the complaint. The Vigilance Bureau later submitted the inquiry report on April 1, 2011.

The complainant alleged that Modi sanctioned Rs eight crore for a special drive for treatment of cattle in January 2008 but the whole exercise was wasted.

He claimed veterinary doctors from blocks across the state had raised certain objections in connection with the purchase of the medicines for treating cattle.

Modi left out from AHD defalcation case by court! I think Modi is past master in lodging cases , giving way out to be eliminated or acquited, framing innocent in criminal cases as per his suitablity! I personally am observing the trick of Modi for the last twenty five years. Modi is said to be an architect in getting Laloo and his wife framed in Animal husbandry cases and also succeeded in lodging DA a cases against them-but the net result what happened both Laloo and his wife were acquited-now perhaps the case is in higher court! Modi leaves all rooms for manouverings or loopholes to bail out whom he used to frame after getting lot of publicity and showing people that he is more and more concerned about public fund. Recently in lodging case against Rupam for alleged murder of BJP MLA from Purnia and his contradictory state ments could be termed also of the manouverings and taking the case on weak wicket! Not only that several cases lodged against Laloo in AHD defalcation cases by CBI , pressing the matter by Modi and company- but all the caes cases are laguishing - judgements are yet to come and Laloo and his co-accused are moving fereely and getting elected to legislature and Parliament! This is the way , the CBI and government give long rope to politicians and others to escape any punishment.It may be mentioned that all cases against Laloo in AHD scams are on the charge of connivances with government officials to loot crores of rupees!
Similarly, the present defalcation in crores in medicine piurchase in AHD -in which Sushil Modi as deputy chief minister and minister incharge of AHD - has been made accused alongwith officials-and now Midi has been exonerated from the charges of connivance- this is strange connotation if we take into account the defalcation cases against Laloo! If the present government is genuinely interested in persuing the current defalcation cases in AHD department for defalcating crores of rupees in medicine purchase and in which Modi has been made an accused to be referred to CBI or the state government should appeal like the caess against Laloo to higher court to know the actual truth behind the defalcation- these crores of ruppees must not have been spent to purchase medicines without the consent of Modi as departmental minister. There must be similar yardstick in this Nitish's good governance government.!
