HC notice to Konwar on appointment of VCs, pro-VCs

Patna,(BiharTimes): A division bench of the Patna High Court comprising Justice S K Katriar and Justice A Amanullah on Friday issued notice to Governor-cum-Chancellor of universities of Bihar asking him to explain his position by October 24 on a writ petition challenging the appointment of six vice-chancellors (VCs) and four pro-VCs on August 1 last.

While issuing notice to Devanand Konwar the Court directed the newly-appointed VCs and pro-VCs to explain their position by the same date. The Court also ordered that during the intervening period they can take decisions only on routine academic matters and payment of salaries and dues to the teachers and employees of their respective universities.


The VCs and pro-VCs have been barred from making other withdrawals and appointments during this period.

Their appointments have been challenged by Ram Kamakhya Singh of the Veer Kuer Singh University (VKSU), Ara. He had charged that the Chancellor had not held consultations with the state government before notifying the appointments, thus violating the prescribed rules governing the appointment of VCs.


The High Court came a day after another bench refused to stay the May 4 order of a single bench of the court quashing the appointment of the VCs of Magadh University and Veer Kuer Singh University, Arvind Kumar and Subhash Prasad Sinha, respectively, on the ground that the Chancellor had not held consultation with the state government on the matter.
