Union Home Secretary rules out talks with Maoists

Patna,(BiharTimes): Union Home Secretary Raj Kumar Singh on Monday ruled out any dialogue with the Maoist rebels.

Inaugurating the sector headquarters of Indo-Tibetan Border Police (ITBP) in Patna on Monday he said there is no point in holding talks with Maoists, who do not have any faith in democracy. They just want to set up a single-party rule like the one in China. They claim to fight against the government for the cause of the tribals. But the tribals suffer the most in the subversive acts of the Maoists.

Praising the ITBP as the ace force of the country, Singh said for many states, it was the first choice among all paramilitary forces in the country.

The sector headquarters here would give Biharis in the ITBP a chance to stay with their families, he said. That apart, setting up the headquarters at Patna was part of the central government's plan to strengthen internal security in the country, he added.

Singh is a Bihar cadre IAS officer, who before moving to Delhi, worked as a senior bureaucrat in Bihar.

He ruled out dialogue with the rebels who have abducted Italian national Paolo Bosusco and Biju Janata Dal MLA Jhina Hikaka in Odisha.

It needs to be recalled that on March 27  Maoists triggered a blast in Gadchiroli district of Maharashtra killing at least 12 CRPF personnel.

Criticizing the sympathisers of Maoists Singh said some non-government organisations (NGOs) were helping the rebels in many ways.

He said whenever the rebels gain control over a particular area, they impose levy on people and development takes a backseat.

The officer said terrorism was another big challenge before the government. Nepal shares a porous border with India in several areas. Those areas have become easy routes for the terrorists to enter India and give shape to their nefarious plans. A very strong intelligence set-up is required to stop their activities.

The Union Home secretary announced that at least two battalions of the ITBP would be raised in Chhapra and Katihar in the near future to guard the state’s districts bordering Nepal. The battalions, the first in the state, would have their regional headquarters in Danapur.
