Fall in overall revenue collection in Bihar: CAG

 

Patna,(BiharTimes): Bihar government has increased its overall revenue collection by 11.22 per cent during 2010-11, but it is only 24 per cent of the total revenue recipts against 27 per cent of the previous year.

 The balance 76 per cent of the revenue receipts was from the central government.

“Of the Rs 44,532 crore total receipts, the state raised Rs 10,855 crore while the remaining Rs 33,676 crore was received from the central government,” Principal Auditor General (Bihar), R B Sinha told reporters after the CAG report on revenue receipts of Bihar government ending March 31, 2011 was tabled in both the Houses of state legislature on Monday, by deputy chief minister-cum-finance minister, Sushil Kumar Modi.

The Principal Auditor General said the state was significantly dependent on the Centre to meet its expenditure as state revenues comprised only 24 per cent of the total revenue in the fiscal year assessed by the auditor. 

The PAG, however, said that the state governent’s overall revenue generation, including tax and non-tax revenue had increased by 11.22 per cent due to inflation, population and economic growth and heavy expenses incurred by the state government.

The state government collected Rs 9869.85 crore as tax revenue and Rs 985.53 crore in non-tax revenue to generate an aggregate receipt at Rs 10.885.38 crore in 2010-11.

The CAG report noted that there was sustained increase in the receipts from the Centre to Bihar during 2006-07 to 2010-11 from Rs 18,538.83 crore 2006-07 to Rs 33,676.94 crore in 2010-11,  a growth rate which was marginally less than revenue receipts accumulated from internal sources.

It, however, took exception to the state government's delay in submission of documents for audit of revenue receipts.
