Siddiqui accuses Nitish government of fudging figures

Patna,(BiharTimes): Leader of Opposition in the Bihar Legislative Assembly Abdul Bari Siddiqui has come down heavily on the state government for spending just 30 per cent of the approved plan size of Rs 27,365 crore for the current financial year in the first six months.

Talking to newsmen in Patna on Wednesday he said the Nitish government had spent a meagre Rs 6,970 crore, that is 30 per cent, till September 2011.

Questioning how the government would spend the rest of the amount by March 31, 2012 he alleged that the state government was engaged in fudging the figures.

To buttress his points he cited several examples. He said the transport department had spent zero percent till September 30, but after two months, that is till November 30, 2011, it spent 63 percent of the plan size. How could this be achieved is unimaginable? he asked.

Similarly, the building department could spend only four percent till September, 2011, but in November, 2011, the figure shot up to 33 percent. The health department spent only 10.80 percent in the first six months, but in the next two, the expenditure went up to 32.35 percent.

As if that is not enough; the commercial and industries department could not spent even a single paise till November 2011. Similar is the case of several other departments.

He said that it is virtually impossible to achieve the plan size unless the government indulges either in March loot or park the money in some corporations, including bridge construction corporations and Rural Development Corporation, to show expenditure otherwise it would have no option than to let the money lapse.

The RJD leader also highlighted the failure of the central government sponsored National Rural Health Mission (NHRM) in Bihar alleging that the state had been able to use only Rs 780 crore against a whopping allocation of Rs 1,300 crore.

In the same way the Nitish government has been able to spend 50 percent of the total fund allocation for Sarva Shiksha Abhiyan (SSA) in Bihar.
