Governor questions PAG’s right to probe VCs appointment

Patna,(BiharTimes): The Governor-cum-Chancellor of Universities of Bihar, Devanand Konwar, has rejected the report of the Principal Accountant General (Audit) that has cited his office for several financial irregularities.
Speaking to Hindustan Times he also dismissed any right of the Auditors to probe the appointments to the post of VCs or the basis of their individual appointments, parameters of which are governed by the UGC and not the PAG.
“How does the appointment of VCs and Pro-VCs qualify as an expenditure item so as to fall under the jurisdiction of the PAG’s audit,” Konwar asked.

He also dismissed the right of the PAG to investigate his trips, which an audit has held to be irregular, saying, no governor can take one step without authority.

He also appeared upset at what he termed as selective leaks to the media, which he referred to attempts to denigrate the governorship.

Konwar also spoke on variety of subject including autonomy of the universities, the state Assembly’s limit in curtailing it while reiterating his stand on consultations with the state government on making appointments to the posts of VCs and Pro-VCs.

He also clarified that at no point had chief minister Nitish Kumar suggested any names for Vice Chancellorship.

“The CM had no favourites,” he said adding that “I can not let universities become political pavilions. Instead of developing universities, there seems to be attempt to control them,” he said.

The governor also confirmed that the chief minister had not sent him names for nomination to the state Legislative Council.
