Highway Murder: SHRC notice to DGP on delay in lodging of FIR

Patna,(BiharTimes): The State Human Rights Commission on Tuesday issued a notice to the Director General of Police, Bihar, asking him to submit a report by April 11 on the delay in instituting of the FIR in the Suman Barnwal murder case. The SHRC notice also sought to know from him if any action was being taken against the erring police officials.

The case would be taken up on April 11 for further orders.As reported earlier police took over 12-13 hours to register a case as three police stations disagreed over the jurisdiction of crime. The Chairman of the SHRC Justice (Retired) S N Jha observed in the notice that “The provisions of the Chapter XII of the Code of Criminal Procedure relating to institution and investigation do not refer to the territorial jurisdiction for instituting and investigating the case. The question of territorial jurisdiction becomes relevant only at the stage of enquiry or trial under Chapter XIII.”
