CAG detects flaws in BIADA plot allotment

Patna,(BiharTimes): The Comptroller and Auditor General of India has once again detected serious flaws in allotment of plots by Bihar Industrial Area Development Authority (BIADA).
A CAG report of 2011-12 submitted to the state Assembly on Thursday said the state government had allotted a large number of plots in different industrial estates without auction or without following the norm.
It said the BIADA management allotted land without the presence of board members and co-opted members at the meetings and without approval of the government.
Earlier, the CAG had submitted its report to the governor.
The BIADA had in May 2007 decided that allotment of plots would be made through auction, instead of first come first serve as decided earlier.
However, in practice BIADA continued the practice of plot allotment for industrial units on first come first serve basis.
The CAG found serious irregularities even in this system as there was no fair and transparent system. Applications register was not maintained by the BIADA.
The report said that altogether 3,722 applications were received between 2003 and 2012 and land was allotted in respect of 2,049 cases. Scrutiny of 506 out of 2,049 cases revealed that although 83 cases for allotment of 317.69 acres were not submitted with approval project profile, allotment of land was made to them.
The report noted that 61 applicants were given out-of-turn allotment. It was surprising that 54 out-of-turn allotments were made before the BIADA board took up their cases. There were arbitrary and
discriminatory allotments in Patna region as 174 applications were directly presented before the project clearance committee without any documentation. Land was given even for non-industrial purposes. There were several cases where allotment of extra land compared to the prescribed norm was made.
