Governor’s assent to Bills may pave way for lecturers’ appointment

Patna,(BiharTimes): Following the Governor D Y Patil’s assent on Sunday to two university bills for recruitment decks have been cleared for the appointment of assistant professors (lecturers) in the universities and colleges of Bihar.

At present they are working on just 40-50 per cent of their sanctioned strength.

The state cabinet had In March last cleared an education department’s proposal for recruitment of assistant professors in the state universities through Bihar Public Service Commission (BPSC). However, the appointment could not start as change in the process of recruitment required amendments to the universities act.

The last appointment was made in 2003 on the basis of 1997 advertisement. The rationalization process started in 2007 during the tenure of the then governor R S Gavai. It was completed only in 2012.

It proposed recruitment to around 3,400 posts, surrender of 1,700 posts and creation of 500 new posts.
But the experts question whether the surrender of so many posts would be a wise move to take the gross enrollment ratio (GER) in higher education to around 30 per cent. The GER in Bihar is around 8.5 per cent which is still lowest in the country.

Apart from that, the number of students entering colleges in Bihar, as elsewhere in the country, is constantly on rise.
