Bihar cabinet to okay new building bylaws in coming January


Patna,(BiharTimes): Urban Development and Housing Department Secretary S Siddharth said that the new building bylaws of Bihar are all set to come into operation after the state cabinet gives approval to it next month. The new bylaws would regulate the construction of buildings and apartments in areas governed by various urban local bodies.
They would be binding on construction and development of all types of private residential buildings, apartments, commercial buildings or colonies and townships.
Siddharth said the department would review the recommendations and suggestions made by the larger public concerned for five days, and the revised draft would be ready by December 25 for placement before the cabinet.
The draft building bylaws, consists of 11 Chapters, 89 Sections, three appendices and 14 forms, including the application form for building construction, have already been placed in public domain for inviting suggestions from the citizenry at large and professional bodies of builders, architects, engineers, traders and industries, both within and outside Bihar. They have been uploaded on the website of the Urban Development and Housing Department http://urban.bih.nic.in. They have also been put on the department’s site nagarseva.in.

The people can file their suggestions on the draft bylaws either in writing, or through e-mail to feedback.udbihar@gmail.com.

Siddharth said the department would also hold consultative meetings with professional bodies concerned in three phases to list their suggestions. Such meetings are slated with the representatives of Bihar chapter of Confederation of Indian Industry (CII), Bihar Industries Association (BIA) and Bihar Chamber of Commerce and Industry on December 20.
The Secretary said the representatives of the builders and their professional bodies would present their suggestions at the meeting to be held with them in the forenoon on December 21, followed by a similar interactive session with the architects and engineers in the second half on the same day.
Siddharth claimed that the new bylaws would stop haphazard growth of urban agglomerations and cities in the state and pave way for their planned growth so that residential and commercial complexes, buildings, townships and colonies are provided with specified road widths, drains, greenery and other civic amenities.
He hoped that the new bylaws would also give a fillip to acquisition of land in the peripheral areas of old towns for new constructions. The immediate impact would be felt in divisional towns.
The Secretary said that now urban people would have real opportunity to move out of the congested environment of Patna or other cities of the state, to the open, spacious and planned areas in the suburbs.
