Nine IAS made principal secretary after six get chief secretary rank


Patna,(BiharTimes): Two days after the promotion of six senior IAS officers to the rank of chief secretary, the departmental promotion committee (DPC) of general administration department (GAD) on Friday cleared the names of nine IAS officers for their promotion to the rank of principal secretary. Besides, five other officers were posted to the rank of secretary.
According to reports another meeting of DPC, to consider promotion of over half-a-dozen IAS officers from additional secretary to special secretary, would be held on January 8, 2014.
The DPC headed by chief secretary Ashok Kumar Sinha, during its meeting held in Patna on Friday, scrutinized the records of 10 senior IAS officers to consider their promotion from secretary to principal secretary rank. The officers whose personal records and annual confidential reports (ACRs) were examined included E L S N Bala Prasad (1986 batch), Vivek Kumar Singh, Sujata Chaturvedi, R K Khandelwal, Sunil Barthwal, Brajesh Mehrotra, Amrit Lal Meena, Deepak Prasad, Vandana Kini and Ansuli Arya (all 1989 batch).
Sujata Chaturvedi is currently on central deputation.
Sources said the DPC has recommended the names of nine of these 10 officers for promotion into principal secretary rank. They would be promoted only after chief minister Nitish Kumar gives his consent to the recommendations.
The report also said that the DPC examined the personal records and ACRs of six IAS officers of special secretary rank for their promotion to the rank of secretary.
They were special secretary, education department, H R Srinivasa (1996 batch), Upendra Kumar, Narmadeshwar Lal, Ramrup Singh, Anil Kumar and Sanjay Kumar Singh (all 1998 batch). On December 26 last, the GAD had notified promotion of six senior IAS officers to the rank of chief secretary in the fixed pay-scale of Rs 80,000.
Amita Paul and Jairam Lal Meena (both 1980 batch) and principal secretary to chief minister, Anjani Kumar Singh (1981 batch) were promoted and posted on their respective current posts, Jayant Dasgupta, Bhanu Pratap Sharma and Arun Jha (all 1981 batch and currently on central deputation) were given ‘pro forma’ promotion to the rank of the chief secretary.
Meanwhile reports said that the Union Public Service Commission (UPSC) has cleared names of Arun Kumar Mishra (deputy commissioner, commercial taxes) and R P Singh (executive engineer, road construction department) for their promotion in IAS from the non-state administrative service quota.
