Supreme Court stays VCs’ appointment in Bihar

 


Patna.(BiharTimes): A bench of Justice G S Singhvi and Justice Kurian Joseph of the Supreme Court on Monday stayed the appointment of nine Vice Chancellors and two Pro-Vice Chancellors made by the outgoing Governor-cum-Chancellor, Devanand Konwar in various universities of Bihar.

The Court stayed the notifications issued in this regard on February 9 and March 14.

According tot the bench the senior most Dean of each university would perform the function of VCs

The order was passed on the petition filed by the Bihar Government and some professors who have challenged the appointment made by Konwar.

It posted the matter for further hearing on April 14.

It needs to be recalled that the Patna High Court had on December 7 quashed appointment of six of the eight VCs by the Governor on the ground that the state government was not consulted.

The High Court had also directed the Chancellor to make a fresh list of candidates for appointment of the VCs and Pro-VCs within 30 days.

However, the Governor re-appointed the same persons as the VCs.

Interestingly, Konwar appointed one VC and two Pro-VCs after the announcement that he was being replaced as Bihar Governor.

As per the latest notification issued on March 14 Anjani Kumar Sinha was appointed VC of Tilka Manjhi Bhagalpur university while Raja Ram and Padmasha Jha as Pro-VCs of Patna University and Bihar University, Muzaffarpur respectively.
