UDHD not interested in upgrading PMC: HC


Patna,(BiharTimes): A division bench of Justice Navin Sinha and Justice Vikash Jain of the Patna high court had observed that the state urban development and housing department (UDHD) is not interested in upgrading the Patna Municipal Corporation (PMC), as the department once again failed to produce the staff rationalization report of the expert committee.
The high court had been demanding the report from the department since the last few hearings.
It needs to be recalled that on August 19, 2013, the division bench had observed, "It appears archaic and outdated for a city which aspires for a metropolitan status. The changing nature of the city and consequent municipal duties and responsibilities undoubtedly require rationalization and restructuring as some of the posts apparently appear non-productive in today’s time.”
The bench had also ordered the department’s secretary to constitute a team of specialists comprising bureaucrats and engineers, the municipality and any other government or semi-government body or agency to examine the aspects of rationalization and restructuring of the staff strength and increase and enhance PMC’s efficiency and output as a viable public body.”
It had then given the department two months’ time for this purpose but the department repeatedly failed to do so.
