Union govt cuts central funds to Bihar

 

 


Patna,(BiharTimes): The Narendra Modi government has cut down devolution of central funds to Bihar from Rs 42,443.86 crore in the Manmohan Singh government’s interim budget in February to Rs 41,841.93 crore.

The full Union budget was tabled by Finance Minister Arun Jaitley on July 10 last.

Replying to the debate of the Bihar Appropriation (No. 2) Bill, 2014, passed by voice vote by the Assembly on Tuesday after the BJP staged a walkout state finance minister Bijendra Prasad Yadav, while pointing to saffron members said: “You were asking us why we shifted to jungle raj. This is why. The NDA government has been cutting down on our finances. But I would like to assure the people that our government would fulfil all its promises with its own resources.”

The minister asked the BJP MLAs to help Bihar get more financial incentives from the Centre.

The Appropriation Bill is moved to seek permission from the Assembly to withdraw the consolidated amount to be spent in the current financial year, in this case 2014-15. The total amount of Rs 1,17,292.73 crore is proposed to be withdrawn from the consolidated funds of Bihar for 2014-15.

Of the total expenditure, revenue expenditure stands at Rs 92,172 crore and capital expenditure stands at Rs 25,120.73 crore. The state plan expenditure stands at Rs 57,392.44 crore (including central share of Centre-sponsored scheme).

Among central schemes, Sarva Shiksha Abhiyan has been allotted Rs 6,885.50 crore and Indira Awas Yojana Rs 3,741 crore. MGNREGA has been given Rs 1,950 crore and midday meal scheme has been allotted Rs 1,685.29 crore.

Bridge construction schemes have been given over Rs 2,567 crore and the Chief Minister’s Road Connectivity Scheme has been given Rs 2,049 crore.

However, the BJP members alleged that the state government had not been able to spend even the previous year’s money.
