Nand Kishore charges CM of shielding scamsters

Patna,(BiharTimes): After deputy chief minister Sushil Kumar Modi it is the leader of opposition in the state Assembly and former health minister, Nand Kishore Yadav, who on Wednesday directly blamed the former chief minister Nitish Kumar for, what he alleged, Rs 200 crore medicine and equipment purchase scam.

He accused the chief minister Jitan Ram Manjhi and health minjister Ramdhani Singh of shielding the scamsters and giving a new twist to the scam by dragging in the names of all the former health ministers of the BJP as well as that of the Congress party.

Talking to the media he said all this talk about former health ministers is only an attempt to deflect public attention from Nitish and the irregularities committed. It is also an attempt to cover up.

He said Nitish held the charge of the health department from June 17, 2013 to May 16, 2014 and the substandard medicine were supplied by the blacklisted firm from January to July this year in violation of the standing rules. The blacklisted firm concerned was selected by Bihar Medical Services and Infrastructure Corporation Limited (BMSICL), the decision about whose formation was taken by the state cabinet presided over by Nitish a couple of years ago.

Nand Kishore said the purchase that BMSICL made was the first done by it.

According to him, the tender in this regard was floated in February last year and the financial bids were opened on August 12.

He said in December last year, 52 companies were allotted the work order for the supply of medicine. The state government, on January 13, 2014, constituted a committee headed by Dr K K Singh to look into the allegations and also submit his report within a fortnight, but the report submission was delayed by seven months.

He said had the report been submitted in time, the irregularities could have been detected. The delay caused was deliberate, and it was done under pressure.

Nand Kishore also demanded a CBI probe into the whole matter.

His statement came after Ramdhani Singh alleged that the tenure of former health ministers Ashwini Kumar Choubey, Nand Kishore Yadav, Chandra Mohan Rai (all BJP) and even Shakeel Ahmad (Congress) could come under the purview of the probe into the drug purchase. Dr Shakeel, now a Congress general secretary, was the health minister in the Rabri Devi government between 2000 and 2005.
