CAG detects irregularities in purchase of medicine


Patna,(BiharTimes): The Comptroller and Auditor General (CAG) has detected irregularities in purchase of banned medicines and flouting of prescribed rules and instructions in their purchase in financial year 2013-14.


Apart from that fraudulent payment was made to an agency for outsourced services rendered against the non-existing sub-divisional hospital.It also detected financial irregularities of over Rs 58,020 crore in state finances during the same period.


The CAG report, which was tabled in the state Assembly on Tuesday by the state finance minister, Bijendra Prasad Yadav, also objected to wastefulness in social development schemes of the government.


The state has been pulled up for delay in furnishing of utility certificate, especially by education and panchayati raj departments.On the functioning of Bihar State Pollution Control Board, the report stated that it did not carry out any survey to identify polluting industries and it also failed to access the requirements of sewage treatment plants.


The report raises questions on maintenance of state highways by the government.The CAG said that the Patna Municipal Corporation had not maintained records on two key areas––solid waste management and approving building plan.The report, however, praised the state government for increase in revenue receipts, which grew at 15.7 percent in the mentioned year.
