No toilet, no election provision for contesting panchayat poll


Patna,(BiharTimes): The Bihar Assembly on Wednesday passed the Bihar Panchayat Raj (Amendment) Bill, 2015, which makes it mandatory for candidates contesting election for the post of Pramukh, Mukhiya, district board chairperson or even a ward member to have toilet at their home by January 31, 2016.
According to state’s Panchayati Raj minister Vinod Prasad Yadav the candidates willing to contest will have to give an affidavit that they have toilets at their homes, while filing nominations.
The minister, who introduced the Bill in the Assembly, said this provision was incorporated in the Bill to ensure proper sanitation in the rural areas.
He said it has been noticed that people in villages, including women, have to go in open to relieve themselves due to lack of toilets at their home.
Besides, the amendment Act will put a check on frequent move of no-confidence proposals against the elected representatives. As per the existing provisions, no-confidence proposals can be brought against elected representatives like Pramukh, Mukhiya or district boar chairpersons after two years of their election. But now only one no-confidence proposal can be brought against any elected persons during five year tenure, that too only after two years of elections.
