Governor may refer Bihar Prohibition and Excise Bill to President

 

Patna,(BiharTimes): Governor Ramnath Kovind is contemplating to refer the Bihar Prohibition and Excise Bill, 2016 to the President for his consideration.

He is taking time to study and seek legal and constitutional opinion on various provisions of the Bill, which was passed by both the Houses of Bihar Assembly on August 1 last.

According to reports the Governor has signed only two Bills–– both Money Bills––out of  13 forwarded to him during the Monsoon Session, which concluded early this month.

Media reports suggest that Raj Bhavan was not pleased with certain provisions in the Bill.

Incidentally, some of the stringent provisions of the Bills have been criticized by the opposition parties as well as the leaders of the alliance partner, the Rashtriya Janata Dal too.

The Governor has already been urged by the BJP legislators not to give his assent to what they call draconian and Talibani Bill.

Several legal luminaries have already said that some provisions of the Bill, if challenged in the court would not stand judicial scrutiny.

The Raj Bhavan is constitutionally empowered to hold any Bill for unlimited period without assigning any reason.
