Centre overturns promotion of three Bihar IAS officers




Patna,(BiharTimes): The Union government has overturned the promotion of three 1992 batch IAS officers––Harjot Kaur, Chanchal Kumar and Dipak Kumar––to the rank of principal secretary on the plea that they have not completed the requisite length of service––that is 25 years.

 

The Bihar government had promoted them to the rank of principal secretary and sent the proposal to the Centre for approval in June last.

 

After the promotion, Chanchal Kumar was posted as principal secretary to the chief minister; Dipak Kumar as principal secretary in the labour resource department and Harjot Kaur was made principal secretary, tourism. The postings were announced on June 24.

However, the Union ministry of department of personnel and training (DoPT) overturned the promotions as they were done in violation of the IAS (Cadre) Rules 1954 and IAS (Pay) Rules 2007.

 

It has asked the state government to revert these officers to the post of secretary.

 

The DoPT guidelines said officers who have completed 25 years of service can be promoted to the rank of principal secretary to the state government.
