Unanswered question: Why has Lalkeshwar not yet been arrested?

Soroor Ahmed

Neither the state government, nor the opposition parties, nor the media are answering several unanswered questions related to the Bihar School Examination Board scam. Some of them are moral while others legal and technical questions.

.The first and foremost question once again is: can the media adopt the unethical means to expose some wrongdoings? Should the media ask questions related to subject from the so-called toppers when it was not any sting operation; but the journalists went to Ruby Rai and Saurabh––the Arts and Science toppers––just to do a story on their achievements.

Where was the need to undertake such interview from young toppers when immeasurable amount of evidence had been piling up for years against the Bihar School Examination Board? The media chose to ignore them and took on soft option, that is, teenaged toppers. Television channels believe more in sensationalizing the story than seriously reaching to the bottom of the fact. So enough fun was made of Ruby and Saurabh. In contrast hardly any effort was made to expose the big fish.

Not only had everything happened under the nose of outgoing BSEB chief, Lalkeshwar Prasad Sinha, and possibly his predecessors. His wife had been serving as the principal of a college in Patna and representing Hilsa seat in Assembly (2010-15) and drawing salary from one place and allowances from the other when the finance portfolio was held by none else but Sushil Kumar Modi––at least till June 16, 2013.

It was while contesting election in October 2010 that she had filed an affidavit stating that she passed matriculation at the age of eight and MA at 15. Where was the media then? What is the point highlighting it now?

It is on the basis of television clips of Ruby and Saurabh that the real brain behind the whole episode, Lalkeshwar Prasad Sinha tried to hide himself and emerge as a hero.

He immediately swung into action and called 14 toppers, most of them students of Vishun Roy College of Vaishali, for interview within a couple of days. He hurriedly constituted a committee of so-called expert and asked them to interview these 14 students. Ruby did not turn up. Thus the BSEB, till then headed by the man alleged to be responsible for all the misdeeds cancelled the result of Saurabh and other Science high-ranker, Rahul. The ‘committee’ found the rest 11 students perfectly all right.

What were the criteria and what was the legal standing of the whole exercise? How can a Board, which declared students as toppers suddenly call them for interview and then subsequently cancel the result in no time?

Is it theatre of absurd?

Whether one should take the sanctity of the BSEB Class-XII exam seriously or whether one should accept this hurriedly called interview and subsequent cancellation of results?

How can an alleged ‘chor’ (thief) become a ‘kotwal’ (police inspector) as well as ‘qazi’(judge)?

There is complete silence on the issue though herein lies the crux of the matter. If Lalkeshwar’s cancellation of results of toppers are not declared null and void we are giving legitimacy to his action.

No doubt, it is a tricky issue, and needs to be debated seriously.

The state authorities have arrested Bacha Rai, the director-cum-principal of the Vishun Roy College and carrying out raids. But in comparison to Lalkeshwar and his wife he is relatively a small fry. This is because Lalkeshwar was appointed to the all important post by none else but the state government. And his wife was the legislator of the ruling JD(U), which then enjoyed the open backing of BJP. So Rai was nowhere to their stature.

Instead of carrying raids on Lalkeshwar and his wife’s residential premises the police is carrying raids on the houses of real ‘bacha’ of the whole scam, that is, the toppers. The fact is that they have already suffered a lot as their career has been spoilt.

But what about the couple. They have been given enough time to destroy evidences. Some reports even suggest that they have fled to England. If this is true what was the government doing all these days?

Is it what we all have achieved from the TV clips of Ruby and Saraubh struggling for right answers? Why is the TV media not pursuing the case so forcefully now when the big fish––if the reports are to be believed––are almost swimming to safety?
