DMs to be ranked on performance in implementing Seven Resolves

Patna,(BiharTimes): District magistrates of the state will now be ranked in accordance with their performance in implementing the schemes under Seven Resolves (Saat Nischaya Yojana).

Incidentally, this was the pet project of the then Grand Alliance government and the present deputy CM Sushil Kumar Modi had always been critical of it.

The latest initiative has been taken by Bihar Vikas Mission, which was established by the then Grand Alliance government to oversee time-bound implementation of various public welfare schemes, including the Seven Resolves.

The Seven Resolves are: Students’ Credit Card Scheme, Monthly Allowance Scheme for Educated Unemployed Youths for a Fixed Period, Skill Development, Providing Electricity to Every Household, Providing Drinking Water Facility to Every Household in Rural and Urban Areas, Connecting Every House With Lanes and Drains in Rural and Urban Areas and Construction of Toilets in Every Household in Rural and Urban Areas.

While assessing the performance of the district magistrates each scheme has been given a weightage and the highest weightage (20 per cent) has been given to construction of toilets in rural households.

The Students’ Credit Card Scheme, in which eligible candidates can avail loans up to Rs four lakh to pursue higher education and the state remains the guarantor, has been given the second highest (15 per cent) weightage.

Schemes related to drinking water connection to urban households, construction of lanes and drains to connect urban houses and toilet construction in urban households have been given five per cent weightage each while the remaining five schemes have a weightage of 10 per cent each.

The score of a given district magistrate is decided on the basis of achievements against the targets given for different schemes. The points earned are then reworked according to the weightage given to different schemes.

Meanwhile, Makanpur panchayat under Warisaliganj block of Nawada district has become the first panchayat of Bihar to launch Seven Resolves.

The district magistrte of Nawada Kaushal Kumar launched it from Makanpur village last week.
