PIL filed against nomination of Paras to Council on Governor’s quota

Patna,(BiharTimes): A Public Interest Litigation was filed in the Patna high court on Tuesday against the nomination of animal husbandry minister Pashupati Kumar Paras to the Bihar Legislative Council on Governor’s quota.

Paras, younger brother of Union minister Ram Vilas Paswan, was made the minister in the Nitish Kumar cabinet after the latter switched over from Grand Alliance to NDA in July last.

As he was not the member of any House––he lost Assembly election in 2015––he was nominated to the Council on Governor’s quota.

The PIL was lodged by M P Singer, lawyer. He argued that the minister does not fulfill any of the criteria laid down for Governor’s quota; thus it is the violation of the Constitution.

As per the Constitution the Governor can nominate only those who have made some special contribtions to the society.
