Patna (Bihar Times): Now it is the turn of the state Human Resources Development department to be indicted by the Comptroller and Auditor General of India. It has indicted department for irregularities and misutilisation of funds. The report ending March 2007 said funds amounting to Rs 22 crore was drawn by the Bihar HRD department without project report and plan for implementation of the schemes resulting in blockage of funds and loss of interest of Rs 71 lakhs.

According to the CAG report the test check of records of Director, Secondary Education, in April 2007 disclosed that Rs 22 crore drawn  by Human Resources Development (HRD) department in 2004-2006 and provided to Bihar Intermediate Education Council (BIEC) for information and technology education in 100 Plus-2 schools remained unutilised till May 2007.

After the lapse of 10 months the Director (Secondary Education) instructed the BIEC in February 2007 to transfer the amount to Bihar State Electronics Development Corporation (BELTRON) for implementation of the programme. The BIEC did not transfer the amount to Beltron as of May, 2007. In the meantime the state government in April 2007 decided to wind up the BIEC.

The report further said that the HRD department decided to establish residential high school for boys at Simmultallah in Jamui district and for girls at Dehri-on-Sone in Rohtas in order to provide better education facilities to meritorious students of these two places. Rs 2.5 crore was allotted to each school in May 2005. But neither the land was acquired nor the project report was prepared for construction of school building as of May 2007.

The CAG said that the release of Rs five crore without project report and acquisition of land was in contravention of financial rules and sound financial management. news
