      | Patna,   (Bihar Times): The state government is
    considering some changes in Bihar   Universities Act,
    1976 and the PU Act, 1976 to vest more power in   the
    hands of the Chancellor-cum-Governor of the
    universities of Bihar.   This will enable the office of
    the Chancellor to frame a common statute to   carry out
    fresh recruitments of teachers in all colleges   and
    universities.

         |      After the dissolution of the Bihar State   University
    Service Commission, Bihar State College Service
    Commission and   Bihar State Inter-University Board the
    powers of recruitment and promotion   were vested in the
    hands vice chancellors.
 According to the principal   secretary, human resources
    development department, Anjani Kumar Singh,   since
    there is some vagueness in it the state governemt is
    trying to take   care of the grey areas.
 
 Reports said that before going ahead with   recruitments
    the government and the office of Chancellor have
    reached an   understanding to first streamline the
    system by carrying out rationalization   of teachers to
    reassess the actual vacancies in college and
    universities.   This has been further necessitated
    because Plus-Two education is now no more   carried in
    colleges. Teachers from over-staffed colleges would   be
    transferred to the under-staffed colleges. This will
    be done keeping in   mind the strength of the students
    in the college.
 
 Singh said that   principals holding the posts for 15 to
    20 years would also be transferred.   They can not go on
    holding the post in the same college for ever.
 
 The   process of rationalization of teachers was started
    by the Raj Bhawan last   year. This followed the
    statement by the human resources development   minister,
    Brishen Patel, that the state government would appoint
    5,000   more college teachers. The Chancellor office
    soon denied that there was any   under-staffing and need
    for appointment of teachers. Though the minister   said
    that there was about 1650 vacancies in Magadh
    University alone, the   Raj Bhawan said that in fact
    there are 97 surplus teacher in this very   university.
