Sheikhpura SP shifted after charge of barbaric torture of accused

 

Patna,(BiharTimes): Chief minister Nitish Kumar has ordered the transfer of the Superintendent of Police, Sheikhpura, Babu Ram, after the Director General of Police on Sunday ordered a probe into the alleged inhuman treatment and torture of a 30-year old man Mukesh Kumar, who used to work in a liquor shop in a village. He hails from Toipar village under Jairam police station of the district. The chief minister has called for the report by Tuesday.

The condition of the accused, who had to undergo intestinal surgery, is said to be critical.

The issue came up when Dhiraj Kumar, uncle of Mukesh, had complained to the DGP on Saturday that his nephew was brutally beaten up after his arrest by Sheikhpura SP Babu Ram and his two bodyguards.

Mukesh alias Chhoti, works in an authorized liquor outlet of Rajiv Kumar in Ambari village under Sarai police station of the district.

According to reports, based on the version of Dhiraj, Mukesh was arrested on Jan 24 from Purani Shahar in Sheikhpura in connection with the recovery of illicit liquor from a house adjacent to the liquor outlet. He was named one of the four accused in the case. The same day he was taken to the SP’s residence where he was badly beaten up. The next day he was rushed to the PMCH in a critical condition after profuse bleeding.

After receiving complaint from the uncle the DGP first contacted the SP on phone and latter called him to his residence to ascertain the fact. The DGP asked the SP to first record the statement of the victim if he felt he had no role in it.

“I have asked the SP to submit his report. I will take action only after getting the report,” said Abhayanand.

Reports said that the SP went to the PMCH first at 11:00 PM and then on Sunday morning for recording the statement of the victim.

Denying any role in the arrest the SP said it was done by the police station concerned as Mukesh was one of the accused in the case.

“I have been taking action against liquor and stone chips mafia which is making some people concoct stories against me. In the illicit liquor case one Neel Kamal was arrested earlier and Mukesh was arrested later. We are in the look out for two other accused Chun Chun Singh and Ramakant Singh,” the SP said adding that Mukesh complained of pain in stomach while in the police station. He was shifted to the local hospital and then referred to the PMCH.

Babu Ram also said: "It has become fashionable to complain against SPs.”

Dhiraj, on his part, said Mukesh narrated the horrific story of torture when he regained consciousness for a brief period.

According to sources his anus got ruptured after the police tried to insert lathi in it.

He said the arrest of Mukesh has been done to protect two other accused Chun Chun Singh and Rama Kant Singh, whose names figure in the case related to the former Sheikhpur SP, Ansuiya Ransing Sahu, he added. Incidentally, Sahu has been under suspension since September last on charge of extorting money from gamblers and bootleggers. She served for just six months while Babu Ram for just over four months.

Meanwhile, RJD leader, Lalu Yadav, paid a visit to PMCH to inquire about the health condition of Mukesh.

Denouncing the Nitish administration he called for a CBI inquiry and immediate action against the SP.
