What were the major challenges you faced during last two years of your govt.

We faced a number of challenges from the day one. But we made it a point to convert every challenge into an opportunity. First of all we made people confident in Bihar. Law and order machinery were made effective and we started to tone up the governance of Bihar. The working culture in govt. department was non-existent. We tried our best to restore amity among all sections of society. And I can say with confidence that we were highly successful on that front. No caste based carnage or any communal riot was reported in the state. The other major challenge was to enforce rule of law in the state.

Now our law enforcing agencies are working without any fear and favour. Results are well before you. Another major challenge before us was the gigantic development task. The state was at the lowest ladder of development by all indicators. Gujarat like developed states have achieved double digit growth rate whereas our state lagging far behind with only 3-4 percent growth rate and that too only due to our agriculture growth rate. The infrastructure was almost non-existent. We have taken major initiatives in the construction of roads all over the state. The test of any government lies in its crisis management capability. Recent historic flood disaster in north Bihar was the real test of our govt. The largest ever relief support was provided through different departments of our govt. This was not a small task. We have performed well in the period of crisis in Bihar. The change in Bihar was appreciated all over the world and in a changed environment people are coming to the state in a big way.

Do you see any perceptible change in the politics of Bihar in recent years?

The whole agenda of politics to a great extent has shifted from caste and community based politics to development centric politics. It is perhaps the biggest achievement our govt.

From very first day our govt. worked on the agenda of "Development with Justice". We tried our best to move on the path of all inclusive development.

Our prime political adversary in Bihar used to say that politics has nothing to do with development. It was their historical comment that political parties didn't get votes on the issues of development at least in Bihar. But see in a changed situation can a political party afford to negate the issues of development. This was the historic tragedy that the issue of development was pushed to the wall by all political forces of the state. It's a fact now you have to talk on the development. This task was accomplished by our sustained approach to bring disadvantaged groups in the mainstream of development, be they - dalits, extremely backward castes, women. Tell me, is there any disadvantaged section which is being neglected by the govt. A large number of them were made empowered through reservation in different public bodies. Now many of them are decision makers as elected representatives.. They openly participate in the process of development which they couldn't even think of.

I read interview of hon’ble chiefminister. He told what he did. Due to his step towards development now we can say proudly that we are from bihar. All the best to nitish ji.

The interview feels like a breadth of fresh air. I sincerely hope that the Hon. Chief Minister is serious and has the wherewithal and support to be able to “walk the talk”.

However, being a strategist myself, I would love to see some clearly stated strategies.

The fact is that the CM is up against fundamental and structural obstacles, which require innovative and somewhat disruptive approach. The current structure of governance is not conducive to such approaches. The bureaucracy, which is supposedly being reformed, has two fundamental flaws: 1. The “job for life” policy supported by Section 272 of the Indian Constitution and 2. Inability to recruit right kind of talent and experience for a specific government job. Incidentally, both are due to the strategies developed based on colonialism; and are essentially anti-democratic. No free and democratic country practices them. These, in a way, repudiate the fundamental right of an Indian citizen to work, as enshrined in the Indian constitution.

I don’t believe that any kind of administrative reform will be effective unless the root causes are looked into.

I am a software engineer and hails from Bihar.Recently i visited Bihar and I was more than happy to see a going to be a new Bihar......
After years and years of suffering people have started seeing a ray of hope of a new progressive and developing Bihar...
and all thanks not only to NItish kumar but the his whole team of ministers, Politicians and officials...
A few things i would like to say here is ofcourse the process of change has just started but when we look at the situation of bihar 2 years ago i think the current government deserves a three cheers.............its always difficult for a baby to learn how to walk but once he learns how to walk soon it starts running faster and faster..........and i hope same for bihar.....
The current government has done a tremendous work specially in Health and transport areas......the two basic things needed for people and investment and i m sure that in long run these two factors will definatley help a lot in attracting investors.............
the government performance in Flood relief and Law and Order is also applaudable.....(this time I was out of my house at around 9PM on my car and first time in last 10 years i did not received a call from my parents asking where are you and comments like situstion is not as good here as in delhi or mumbai) ...............
on a lighter side no more you will see all news channels showing different masala news about bihar to increase their TRP...............which used to create a very bad picture of bihar to the people outside.......................
I dnt want to make this mail a novel but just wanna say i do not have words to express what i felt when i landed in patna and it took me just 1 hr and 30 min to reach Muzaffarpur..........
 
At last would like to congratulate each and everyone who has contributed in this and who are responsible for pulling bihar wheels of progress back on track.............may Nitish Kumar become chief minister again and again and hope if he gets another term he keeps on his good work.

I watched the video clips of interview. I also keep track of happenings in Bihar via Bihar Times and Jagran. Mr. Chief Minister is very correct in his claims about different changes that had been initiated at different levels. But I have seen so many politicians who go ga..ga about what they have done for the state and all, and I am still waiting for someone bold to come ahead and speak about the things that needs to be done in Bihar and not what government has achieved. Nitish Kumar sounded no different when it came to count his achievements.

But all said, it does appear that things are changing in Bihar and I also welcome the comments from Mr. Kumar couple of weeks back that he would not let the things change at the cost of Nandigram. I hope he stands by what he has said and does no take a U turn the way Left govt. did in West Bengal and BJP did in center after acquiring power riding on Swadeshi slogan and then selling the profit making PSUs to private parties for nothing but to widen the gap between poor and rich.

Ray of hope
There is a ray of  hope at end of every tunnel. When Sri Nitish Kumar joined as the CM of the state, I like many other had great hopes and expectation from this man of better integrity and accountability than his predecessors. Result in two years have not been that immense but definitely encouraging. Development in infrastructure in state capital is visible; there has been improvement in work culture in academic institutions and health services. I am extremely glad to see campus placement going on across many colleges. But situation is engineering, medical colleges, management institutes is still grim. The efforts put in by government do not by any means commensurate with the kind of zeal and commitment desired. We were at such bottom of development that anything would look good thereafter. There was only one way of movement and that was upwards.
What about investments in Bihar? Where are sugar companies? When we can expect cement companies to start their operation in Bihar? Where is super specialty hospital that was proposed? What is the status of proposed film city?  Still has long way to go for the present and succeeding government.
Is government honestly willing to make atmosphere in Bihar conducive for Bihar sub-nationalism to flourish?

I want to build my career in Bihar. I want to stay there and put my efforts that would add to the development of the state. There are many like us. My generation has got descending Bihar from our previous generation. Please put serious efforts, else, I am afraid coming generation would find even decent survival in Bihar difficult.

First I would like to say congrats to Mr. Nitish kumar for 2yrs completion. Thanks for Bihar Times to bring all these in your news portal.
Bihar is changing, that is for sure and I think people there are recognizing it. But one thing that I am worrying about the role of national media.
Our national media is continuing to show only bad news from Bihar and tagging bihar as state where only bad things happen. They do not show even big positive news/events of Bihar.
People outiside bihar still carrying old picture of Bihar despite of recent changes. I think it is also blocking developments of Bihar.
Today we see big investments coming to Bangalore, why?, it is not because of only good governance but mainly because of brand 'Bangalore'. So, Making good brand is very important in these days and Media plays big role here. I am expecting Honorable CM Nitish Kumar must do something in this area. If we are able to make brand 'Bihar', then we would definitely see flow of investments in Bihar.
